A native of Philadelphia PA, Dr. Rakowski moved to Hampton Roads in 1999 to do his internship and residency at Naval Medical Center Portsmouth. He completed his Nephrology fellowship at the National Capital Consortium (Walter Reed Army Medical Center and the National Naval Medical Center) and returned to NMCP where he was twice named Teacher of the Year.
After joining TKS in 2008 he has remained active in teaching medical students and residents as a clinical faculty member at EVMS and is the Medical Director for the Great Bridge DaVita Dialysis Center. He is president elect of the medical staff at Chesapeake Regional Medical Center. Dr. Rakowski has specific clinical interests in treating glomerular disease, managing renal Transplant patients and treating complicated hypertension. In his spare time Dr. Rakowski enjoys running, playing jazz trumpet and raising two wonderful children. He has been voted a Coastal Virginia Top Doc for the past 3 years.

Dr. Huang completed her medical school education at the Sun Yat-sen University Medical School. Her Internal Medicine Internship was completed at the New York Medical College and Residency at the University of Tennessee in Memphis, TN. Dr. Huang’s Nephrology Fellowship was at University of Pennsylvania in Philadelphia, PA. Dr. Huang is certified by the American Board of Internal Medicine and Nephrology.
In Dr. Huang’s clinical practice, she focuses on the overlap of diabetes and high blood pressure and concurrent kidney disease, end-stage renal disease and acute hospital nephrology care. She enjoys taking care of patients with Kidney disease and always hope to be able to improve the overall diagnostic and treatment of kidney disease. Dr. Huang believes good communication between the patient and physician is critical to excellent medical care and she always takes time to listen to her patients with respect and compassion.
In her spare time, Dr. Huang enjoys playing badminton, hiking and practicing yoga.

A native of Philadelphia, Pennsylvania, Dr. Dean completed his undergraduate training and earned his medical degree in Philadelphia. As a commissioned officer in the United States Navy, he relocated to San Diego where he continued his post-graduate education, completing his Nephrology Fellowship training at UCSD in 2016. As a staff nephrologist, Dr. Dean spent the most recent 7 years of his career as a teaching faculty member at Naval Medical Center Portsmouth VA where he worked closely with medical students and resident physicians until separating from active duty service in 2023. During his tenure, he was recognized with a national faculty educator award by the Uniformed Services University of the Health Sciences. Dr. Dean holds an appointment as a clinical associate professor of medicine at the Uniformed Services University of the Health Sciences School of Medicine and is certified by ABIM in Internal Medicine and Nephrology.
Dr. Dean enjoys getting to know patients and strongly believes in building therapeutic relationships. Dr. Dean strives to provide the highest quality medical care to his patients and has interests in complex hypertension, chronic kidney disease and transplant medicine. In his off time, Dr. Dean enjoys traveling with family, watching sports and playing soccer.
Dawn Bethea, NP

Dawn began her career as an EMT Paramedic in El Paso, Texas. Deciding to pursue a career in nursing, she entered a nursing program at the University of Texas at El Paso in 1992 and then completed a Bachelor of Science in Nursing. After working for 12 years in the field of Neonatal Intensive Care Newborn Nursery and Pediatric Cardiology, she was accepted into the Nurse Practitioner program in Florida through the University of Central Florida. In 2010, she finished a Master’s of Science in Nursing with a focus on Family Practice. Immediately after graduating, she began her career in Nephrology which included rounding at dialysis clinics and hospital follow up care for patients with kidney disease. She moved to the Virginia area in 2017 and is now a part of Tidewater Kidney Specialists. In Dawn's spare time she enjoys gardening, family time with her children and practicing the Bagpipes.

Dr. Zhao earned his medical degree from Shanghai Second Military Medical University in 1985. He completed his internship and residency at Eastern Virginia Medical School in Norfolk, VA in 2000. He received his Nephrology Fellowship from Harvard Medical School/Massachusetts General Hospital and Brigham Women’s Hospital Joint Program in Boston, MA in 2002. Dr. Zhao is certified by the American Board of Internal Medicine and Nephrology.
Dr. Zhao is a nephrologist who has special interests in diagnosis and management of glomerular diseases (such as lupus nephritis, membranous nephropathy, FSGS), hypertension, electrolyte and acid-base disorders. He is the Medical Director of the Leigh DaVita Dialysis Center. Dr. Zhao is dedicated to his patients and is looking forwarding to a long-term relationship with his patients.

Dr. Siff began her medical career in EMS while a student at Old Dominion University where she graduated with a BS in Biochemistry. After many years of being a paramedic with the City of Portsmouth and adjunct faculty at Tidewater Community College for the EMS Department, her life-long passion for medicine led her to medical school at Ross University in Dominica where she graduated with highest honors. She completed her internal medicine residency at St. John’s Episcopal Hospital in New York. She then went on to complete her Nephrology training at Virginia Commonwealth University, where she also served as chief fellow.
She returned to her native Hampton Roads area to join Tidewater Kidney Specialists to provide personalized kidney care to her patients and their families.
In her spare time, she enjoys catching up with family and friends, crocheting, hiking, and being outside again after COVID.

A native of Tampa Bay, Dr. Parker first moved to Hampton Roads in 2002 for internship and residency at Naval Medical Center Portsmouth (NMCP). He completed his Nephrology fellowship at Walter Reed National Military Medical Center in Bethesda and returned to NMCP where he won the James L. Leonard Award for Teaching in Internal Medicine. Dr. Parker holds teaching appointments with the Uniformed Services University and Eastern Virginia Medical School. He is dual board certified in Internal Medicine and Nephrology and is a fellow of the American College of Physicians and the American Society of Nephrology. After 22 years of Naval service, he joined TKS in 2024.
Dr. Parker is committed to building therapeutic relationships and a strong advocate of motivational interviewing. His clinical interests include chronic kidney disease, glomerulonephritis, and complex hypertension, with a focus on prevention and wellness. Outside of work he enjoys traveling, hiking, and gardening.

A native of New York City, Dr. Gao joined the US Navy and completed medical training in Internal Medicine and Nephrology in Bethesda, MD. He arrived in Virginia in 2007 and worked at Naval Medical Center Portsmouth until his retirement from the US Navy in 2022. He has a faculty appointment as a Clinical Associate Professor of Medicine with the Uniformed Services University of Health Sciences, and has an active role teaching medical students and residents at NMCP. His academic and research interests are currently in medical education, point-of-care ultrasound, and renal genetics. His wife is a physician with Virginia Beach OB-GYN; they enjoy time with their 2 children, traveling, skiing, and rock climbing.
Kyle Vaughn, PA

Kyle began his medical career as an EMT during undergraduate at James Madison University. After graduating he got his paramedic license from Tidewater Community College. From there he pursued getting his Master’s in Physician Assistant from Jefferson College of Health Sciences in Roanoke, Virginia, graduating in 2016. After getting his PA license Kyle lived in Jacksonville, NC working for a local nephrology company for 4 years. He and his wife in 2020 moved back up to his hometown of Chesapeake, Virginia. Kyle started working for Tidewater Kidney Specialist in Fall of 2020.
For enjoyment Kyle likes to exercise, do outdoor activities with his wife, and spend time doing water sports at the lake.

Dr. Kolli is the current Vice President of TKS and the Medical Director of the Camelot DaVita Dialysis Center.
